Automate the build of image with the CI

The EOLE/infra/ci-tools> .gitlab-ci.yml templates are ready for production:

• verify commitlint according to contributing guide
• automatic release with semantic-release
• dev/testing/stable workflow rules

We need to integrate this with the build of VM images using packer.
