Test and potentially integrate node-problem-detector

It could be useful to monitor some problems on the nodes. Some problems are software related (NTP service down), some other are hardware related (bad CPU, memory, etc...) and maybe less attractive for cluster already hosted at a cloud provider. A helm allows to deploy node-problem-detector as a daemonSet. It could be added to the admin tools.
