Keycloak: configuration is not applied on update

Problem

We can't enable metrics if we forgot it at deploy.

The update deploy keycloak if required but the configuration is never applied.

Proposal

• execute the init-keycloak script from update
• add conditionnals to init-keycloak to avoid errors about resources that already exist
