refactor deploy script for admin-tool prometheus-stack

The refactor of the script consists of:

• Refactor Prometheus-stack deploy script to not reiterate the command for the repo update
• Change the path ${CHART_NAME}/crds/ to ${CHART_NAME}/charts/crds/crds/ to upgrade the crds
