Semantic-release: should comment the issues and merge request when included in a release

The version 8 introduce the comment of issues and merge requests.

The merge request got the message automatically and all issues closed by the merge request too.

This mean that hotfixes issues are not concerned because they are not closed automatically by the merge request.
