HAProxy conf is incomplete and invalid

The HAProxy conf should have the VMs "leader" and "server" in its "backend" section. "server" VMs are missing, probably because they are started after the generation of this config file. Moreover, the "listen stats" section produces warnings and the server names contain invalid characters.
