ci(semantic-release): create `testing` prerelease

- merge configuration files in standardised `.releaserc.js`.

- use new standard job `.semantic-release:*` in
  `/templates/Semantic-release.yaml` instead of old
  `/templates/Release/Semantic-release.yaml`.

- define the `new release` and `testing prerelease` jobs.
