ET Manage Structure with multi-level MVP

Currently Structure management is only with one level.

This issue is to be able to manage multi-level structure in the application.

multiple step:

1. change BD
2. UI for structure administration (CRUD) for user with administration role
   1. UI for sub-structure administration (CRUD) for user with structure administration role
3. UI for service administration for a structure
4. Service Page, should show services defined on service administration for a structure (and all its parent)

Functionalities or Enhancements

1. in user profile, in "Structure de rattachement" field, selection for the structure should be useful even with a hierarchy
   • drop-down for structure, show the hierarchy in each line Structure >SubSTructure >Sbustructure
   • multi selection (one by level)
   • same presentation as in structure list (in a modal with a select button)

Bug on current branch

1. se logger avec holivier2 ask pwd via tchap, il y a un message "vous n'avez pas les droits suffisants" => OK
2. if a user change his structure, there is the same message, (but modification is done) => OK
3. when connection with a admin user, there is the message "api.structures.unknownStructures"
