ci(commitlint): use new standard job `.git:commitlint` 

- use configuration file in YAML format `.commitlintrc.yaml`

- use `/templates/Git.yaml` instead of old
  `/templates/Lint/Commitlint.yaml`

- the `commitlint` job must extends `.git:commitlint`
