Integrate the standard Apps workflow with CI/CD

The EOLE/infra/ci-tools> .gitlab-ci.yml templates are ready for production:

• verify commitlint according to contributing guide
• automatic release with semantic-release
• build docker images
• execute on Apps docker runners
• dev/testing/stable workflow rules
