templates/Semantic-Release.yaml:
- use a single configuration file
- add semantic-release-helm3 plugin to the docker image
templates/Git.yaml: execute .git:commitlint on all branches without excluding semantic-release commits
templates/Rules.yaml: new .on-branch rule to select all branches without excluding semantic-release commits
templates/Helm.yaml: new jobs to lint, build and push helm packages
