Move email whiteDomains to config (auto activation of users)

Moves emails whiteDomains (RegExp) to config file

to test: create a new user and check that he is automatically activated if email domain is 'xxx.gouv.fr' or 'ac-xxx.fr', otherwise user should not become active.
