feat(register): untagged jobs should be acceptable if configured

Daniel Dehennin requested to merge 2-untagged-jobs-can-t-be-accepted into master

The list of tags should be optional and a new option ONEAPP_GITLAB_RUN_UNTAGGED should accept untagged job even when the tag list in not empty.
